Becausethe clothing itself never changes, the armor is layered over it, the textures can just be recolors. Altair's armor is a whole new model, requiring the texture to be layed out differently. If the game would load the normal textures, it wouldn't look right. The normal clothes have a changing texture, Altair's armor has a static texture.
