All quests/missions (DLC included) now cost 3x more Power. 0 * 3 = 0, so quests that cost 0 Power originally are not affected by this mod. The only quest I didn't increase was "Scout the Hinterlands," since you're given that 1 Power that it costs and would have no way to get 3 Power before that point in the plot.
